The snubbers were primarily to limit deflection in small accidents. reduced the chance of kinking of the bumper and contact with the body. They were rubber to avoid rattles but they didn't prevent rattles since in no place should the bumper contact the body anyhow.
Also I think the 69 assembly manual has an illustration showing all the alignment tolerances for the rear bumper, most apply to the 68 also.

Bringing this back up because I went to the Pull a Part today and pulled a set of these snubbers off a '68 LeMans 4-door hardtop. They were mounted exactly as webfoot pictured them.
Also...I learned something....I just realized today that all these years, my snubber(s) was(were) actually ONE snubber cut in half...lol Now, I have two of the correct size and also know exactly how they are spaced and oriented.

Was going trough some parts boxes today and found some bumper snubbers so figured I'd post this for anyone that searches this thread in the future. 68's on the left w/side snubbers and 69's on right w/side snubbers.
