Default Negative battery cable extra wire

I am in the process of replacing the battery cables. My question is on the negative cable. Want to make sure I purchase the correct one.

Not sure what it is called, but my current cable has an extra wire that is attached to the front sheet metal from the negative ring. Is this necessary?? I have the proper ground straps and the cable is mounted to the correct threaded stud on the block.

Most negative cables have that wire, it usually grounds to the fender or core support depending on the car. Extra ground for the sheetmetal. I prefer to have it myself.
