I bought an NOS one just like it on eBay a few years ago ( I was just going to drill out the detent on top to add the vent line needed with AC or 4bbl) but to my dismay it was a dud. It was definitely NOS and never installed but no reading on the gauges. No one can repair those can style senders. I ended up installing a typical Abody lever arm sender onto the top of my original bad sender.

It's that rubber donut inside. It really can't easily be repaired after all these years, gas exposure or not. It was a terrible design...

I think the idea behind it was to stabilize the llevel reading since the tank is so long, especially since the sending unit is far forward of center. I notice the difference in my big car with an aftermarket sender; pull away from a stop and the gauge goes from half to empty.
