Mr. V is correct. On the upward path of the stroke the greatest amount of stress is on the lower beam adjacent to the rod pin. Any addition stress in this location could lead to a failure if fracturing occurred in these cuts.

I bet the cuts are all facing forward. I'm thinking some lame brain did that to mark the front of the rod to install the pistons back correctly. I've also seen people mark them with a center punch in the middle of the beam. That is what magic markers are for. Scrap them, as they are junk. They really should be changed anyway even if they weren't cut. They probably have been cycled tens of millions of times so not worth taking a chance on anyway.

About as low as sticking BOX KNIFE BLADE in a members tire at a national event because the "sticker" had no balls.

There might actually be a engine assembler stupid enough to mark a set of rods that way for installation but a Box Knife
Blade in a $390 tire is pure chicken chit off the school yard.
