Conversion Questions

Hello HVAC guys.

On the 67 with factory ac I just bought the previous owner said that the system had been freezing up and the shop he was working with kept messing around with quantity of r134.
I do not know much about this conversion so can someone please explain it to me? The car does not blow very cold and after running for only 3-5 minutes the liquid line was frosted. Is there a better update since this was done 15-18 yrs ago?
