67 Lemans, AC works great fan blows. No heat coming out, heater hose going out of the heater core is cold. Is there a valve that allows hot water to enter the heater core?

Pretty sure there were no valves in the heater hoses until 69. First thing I'd do is pull the hoses off the engine side and see if you can blow through them. If it's an original core it could be totally plugged up.
Did the 67 use the flow restrictor in the pressure side? I'm not sure, I think the 68 did ... it's a spiral spring looking thing in the heater hose fitting at the back of the block. Anyway, possible that is rusted and plugged up.
