Yes.

But it'll go easier/faster/less pressure if there's a pilot hole the diameter of the web, and some cooling lube.

I've bought the SD drilled plugs from Pontiac back in 75. They were SD part.

Perhaps, but I'm still happy to have learned why I mess up drill bits when making a 1/2" hole using 5 different bit sizes.

Just wait until we get into discussing easy-outs...
