Default '78 Parking Light Housings replacement

It looks like the complete front fascia has to be removed to get to the parking light housing attachment fasteners. Is this correct??

burd - you're like me, I call them turn signals, but our host calls them Parking Lamp Assemblies and NPD calls them Parking Light Housings in their catalogs. (not side markers)

You can remove/replace the parking lights in the nose.... the 2 bolts are tucked up in there but can get to them with a little ingenuity and a long extension on the ratchet, a swivel might help too. Its very tight in that area but they can be removed.
