Maybe no help, but here is my original invoice from April, 22, 1964. 3.90 gears, Muncie wide ratio. The dealer had no info on the M21.

I have heard many times about the M21 availability in '64 but never saw one. The stories are about as common as the factory Tri-Power '67 GTO.

I'd say yes.
Probably has major parts from a different car. (frame or back halved with another car etc?)
Also probably means the original VIN is not on the car.
