Default Need help with hood/front bumper alignment on’78 T/A

I have an original paint Y88 (except for the front bumper) where the center of the hood sits higher than the top center of the bumper. Alignment is good at the fenders with the front bumper so raising the entire bumper isn’t the answer. Is there a fix for this without replacing the front cover?

There are 8 or so small screw/hex head with washers that you can loosen and adjust individual sections of the nose to hood. But there is only so much you can move it.
