Default Edelbrock avs2 1906 idling way high

I've been trying to hunt this I've got edelbrock avs2 1906, and it's idling high like 3000 rpm. I've got the electric choke hooked up to a good 12v volt and it still idling the same. New throttle cable and bracket. I'm at a loss. All vacuum ports are plugged and I can't hear anything. What could be causing this 77 pontiac lemans

Have you tried running it with the throttle cable disconnected from the carb to ensure that the cable is not holding the throttle open some?

If the throttle plates are actually closing all the way, and they may not be as you have a non stock carb on the engine. You probably have a big vacuum leak. I would suspect the carb base gasket to intake manifold.
Is there any adaptor plate mounted between the carb and the intake manifold?

I got this figured out to. I was idiot for not realizing the brake booster wasn't plugged so after taking care of that starts just like an efi car.

Glad it was something easy and cheap! I have done almost the same thing myself, I had left the Trans vacuum modulator line off.
