Car would shake and stumble when would try to moderately accelerate seemed fine if I take it easy. Figured it my be accelerating pump so I pulled top of off carb off and replaced now trying to put back together however it fits perfectly on but there seems to be something stoping it from going all the way down when input the top back on not sure what is stopping it thinking maybe these needles.

Remove the gasket and then the tubes from the float bowl. They are tubes for POE and have fallen out.
Kinda hard to tell exactly which tubes they are til you get them out, and post a pic of the underside of the airhorn. They belong in the airhorn and should be pressed in with a slight interference fit. A carb number would be helpful too. |

Judging by the placement, it looks like the emulsion tubes have come loose from the lid. Relocate them with a drop of Loctite.
And, lift off the hanger and secondary needles BEFORE you put the lid back on, it will be easier. |

Yes those needed tubes to get fuel into the secondary’s have dropped out.
But you can’t just tap them back in because you will flatten the needed round nose on them. You need to make a Aluminum or hard wood driver that has a hole that is half as long as the tubes and the seat area at the end of the hole needs to be at 45 degree rounded angle to mate with the end of the tube so that you don’t flatten it. If that carb has been modded and holes drilled in the side of them like this then just throw them away because there now useless.

There are 4 tubes pressed into the airhorn: Small-diameter inner tubes which are air bleeds, and large-diameter outer tubes, which are fuel feed tubes to the secondary fuel discharge ports located above the airvalves.
There are no tubes feeding fuel to the large discharge tubes/nozzles located below the airvalves. The inboard, small diameter tubes intersect the large discharge tubes, but protrude up through the airhorn casting, and are exposed to atmosphere. The outboard tubes press into the casting until they bottom out on a ridge, and these feed fuel to the two small discharge holes located just above the airvalve. The two inner tubes go all the way through the airhorn casting, and protrude up above the casting slightly. Most tubes will stick up above the casting about 1/16”, exposing most of the necked-down portion of the tube end. You can put some LocTite on the tubes to keep them in place. You can also see the small fuel discharge ports just above the airvalves – these are fed by the larger, other tubes. The main discharge tubes protruding below the airvalves are fed by the large internal passage coming up through the float bowl from the secondary metering orifice/rods. FWIW |

One set (small) seem to be the main booster the secondary's feed thru the jets/rods. The outers (POE) are unmetered. and controlled by the velocity of air going into the secondaries. Do I have this right? .

Pontiac used two different styles primary POE, one 1969-70 with combined primary pull-over enrichment and secondary well emulsion tubes in all except Ram Air units, and 1971-72 style with an extra set of tubes in the airhorn (primary side POE) which adds some fuel at heavy part throttle.
