Personally I am probably going to have to use Rustoleum whether or not I use the phosphate on my frame and bottom of car since that is affordable for me, .

I'm with you on this. My car already has a recent paint job so I'm just looking for something for the frame and undercarriage. The Rustoleum semi-gloss black looks real good and that Phosphoric Prep and Etch looks like it will serve my purposes.

One other thing that I have heard from the pro Picklex people, including a big seller of it, is to NOT use self-etching primer over it. That ought to apply to any phospho type I would think.

Self etching primer has NO place in automotive restoration procedures. NONE. NOT ANY, NEVER.

Time for common sense here... what part on one of these cars isn't already etched?
