7028270 did not use the hot idle compensator. This one has a plugged HIC channel an threaded holes for the HIC cover.

I am not disagreeing with you;
I agree that it looks like this has been through at least one rebuilder. I have seen rebuilders drill the hot idle compensator out, and others plug it. It's not stamped, and obviously been modified from the way GM sold it - that is all.
