I would get the wheel recast. I've seen painted wheels at car shows and they simply don't look right and are susceptible to chipping. I used http://www.qualityrestorations.com for the recasting of the steering wheel and shifter knob of my '65 Chrysler 300 'vert. He guarantees it will not fade or crack for as long as you own the car. Here's a shot of my wheel and shift knob:
