Pretty much the same as Velspar ... except the Velspar doesn't mention the drying time. Actually the Velspar is a bit of pain, the first 24 hours the paint is still very soft. I typically get the Velspar at Tractor Supply. Evidently the hardener has a lot of effect on the paint. Regardless.... use some kind of hardener, it works great.

$800 To blast the frame ... that's crazy. My guy charges $50 a bag .... frame is about six bags. But I did transport it, pick it up, etc. He spent 30 minutes blasting time and it was done.

I was fortunate enough to be able to tour Leno's car collection in Burbank about ten years ago and in addition to looking at all of the finished cars and motorcycles talked to the four full time (it was four then dk about now) guys he had restoring cars. They were at the time restoring a Deusenberg and I don't remember what else. I asked the head guy what they painted chassis with and he said Rustoleum. I didn't ask him how they prepped the metal beforehand.

$800 to blast a frame is ridiculous, you should shop that better. Shoot, you can buy or even rent a rig and do it yourself for half of that easy. It is only like a half hour to an hour job.

You can get powder coating in any color you want, any sheen, etc. The place I go has a wall of chips for color, a book of more colors, and can custom mix anything, even effects. I'm not concerned with being exactly like the OE color/sheen in my build, but I did pick something that is very close, one would never be able to tell unless they are holding a sample right up against it.

I just think this is being over-thought, pick a way and just do it. Like I said, whatever it is that you choose is going to be better than not doing it at all. Just like any piece of metal, use common sense, prep/paint/coat, and it will last better than the OE stuff did.

I intentionally have areas of overspray, so when I touch it up, it won't matter, the point is to prevent rust. If you plan on driving the car, face it, you WILL have to eventually touch it up. That's why I chose and used colors/paint that is readily available, in a rattle can, and even if it doesn't look 100% like it did when I did it the first time, you will never be able to tell.
