Is the breather on? If so could be a vacuum line somewhere even under the dash heat control area.

Sounds like a vacuum leak,. Check for a line off, or a cracked hose, etc.

Does it start as soon as you crank the car up? Where is the noise coming from?

Sounds like he's talking about an aerodynamic whistle, while driving down the highway.

I drove a friends '67 Malibu from LaCrosse WI to Indiana three years ago, and had that. Tried moving the wing windows to all different positions, but it wouldn't go away. Never did find where it was coming from.

Had you done anything to the car before it stated whistling?

Every time I have had an issue like that it has been a carb base gasket problem.

If it's a whistle while driving down the road take some masking tape and tape all the moldings on the front end of the car especially around the windshield and vent windows. If the noise goes away take the tape off one or 2 pieces at a time until the noise comes back. If it's a noise coming from the engine compartment try listening from all angles of the engine compartment and try to isolate where the noise is coming from.
