the handling package wasn't offered for 1970;
For 1970 you just got the wheels.

"The Formula received a firmer suspension with 300-pounds/inch deflection in the front springs and 103 pounds/inch in the rear. The front stabilizer measured 1.125 inches in the front and the rear bar was .620 inches with firm control shocks mounted at all four corners. Front disc brakes were standard with rear drums. Standard tires were F70 x 14 on six-inch steel rims. The Trans Am’s tighter suspension was offered optionally. It consisted of 300 pounds/inch front and 126 pounds/inch springs in the rear, 1.250 inch stabilizer bar at the front, and fat .875 inch bar aft. Wider F60x 15 Polyglas tires mounted on 15 x 7 Rally II wheels without trim rings rounded out the package. Add the variable ratio power steering and power brakes and the Formula responded right now! to steering input and could dive deeper into corners and come out faster. Its only competition was big brother Trans Am and the Corvette."

in context of speaking purely about 1970 model year Formulas, that is flat out incorrect.
I have observed that several of Paul's articles have errors - he does some great writing, but isn't 'the bible' when it comes to '70 Formulas.
The "Trans Am suspension" was (iirc) a 1971-1973 option for the Formulas.

Just saying for 146 in 70 all your got was a upgrade to 15 RWL tires and Rally IIs. In 72 you get handling packing for 97 and 15 RWL tires and Rally IIs for 87 for a total of 184 bucks per PHS.

I guess if that makes sense and there's a concensus that what it is. Cool..

You could also get the rear spoiler for the Formula, but not in 1970.

Not really a question of "making sense"... facts are stubborn things
Pontiac simply packaged the options differently in those years. Yes, in '70 all you could get was the wheels and tires.

In '72 you could get the suspension upgrades, but that really only amounted to a couple bucks worth of extra steel in the bars and springs... and Pontiac charged $38 extra (trusting your numbers). Not a bad markup/profit...

71 Formula w/ 15" R2 wheels & 15" RWL combined cost = $164.30
71 Formula Handling Package = $205.37
Difference ----------------------------------------------------- $41.07



72 Formula Y99 Handling w/ 15" RWL = 87
15" R2 wheels = 87
combined cost = $174

15" RWL tires = 73
15" R2 wheels = 87
combined cost = $160

Difference----------$14


70 - 15" R2 combo = 146
71 - 15" R2 combo = 164
72 - 15" R2 combo = 160

So, in 72 the Y99 Handling Package broken down upgrade to 15 RWL tires at 73 dollars, and suspension upgrades 14 bucks worth of Springs and Bars.

Got it now.

It does make me wonder why you order the handling package in 71-72, and automatically get 15 tires.

But, in 70 you ordered 15 tires didn't require a suspension upgrade, and there must be a separate option just for 15 tires too in 71-72.

It is only priced about 35,000 to high with its replacement fenders , wrong Alt, master and missing ac belt and I’m sure much more. I’m in on it at 32,000
