Since July was the last month of the production year, and I have understood that the last of the prior model years cars would be produced early in the month of July, it stands to reason that something cast on the second last day of July would probably be used for something produced for the following model year.

I think it is common to see items cast in August as being for the new model year, and if my memory serves me, it seems to be quite rare for anything cast after June to be used for that same model year.

I would guess that in this case, we could conclude that when that block was cast (on July 30th 1969), the "70" was there to indicate that it was being cast for the 1970 model year.
Was that block cast with the '914 casting number?
yes it is a 914.

To me the lock in in terms of what that late cast block is for would be if it had 4 motor mount pads that are drilled, or the 5 drilled pads needed for 1970 car needs.

They were already using the "70" cast 914 block as early as mid June. My 69 Baltimore built Gto convertibles block was a 914 and was dated F199 (or F239, I don't own the car any longer to confirm).

oh - cool!!

Your 1969 GTO must have been a very late build!!
That casting date is for a third or fourth week of June according to an online calendar I just glanced at.
June 19 = Thursday of the third week of June
June 23 = Monday of the fourth week of June

I know that there are "rules" about what is considered an appropriate window for a given build date;
I have it written that 3-8 weeks prior to the car's build date is average.

Yup, it was a 6D build. All the original dated engine parts were still on it except for the carb and I think the "oldest" part on it was f139, so it had a tight window between foundary and build.

I remember being initially confused when I saw the 70 on the block, but relieved that the vin matched

Quick add. May 12 69 48 heads off low mileage 400, never touched. Chamber volume checked before going off to machine shop. All chambers measured 68cc to 69cc. No X stamp noted. Didn’t get a chance to take measurements but valve recess appear to be minimal to none.
