67 and 68 speedo/gauge cluster differences...
Are there any differences in between these 2 years?

No, I do no think so. both year had the same speedo options: std, SafeGuard, auxiliary gauges, and very rare aux gauges w/ SafeGuard. Both years used the slate blue grey back ground color. The wiring is interchangeable.
In '69 things changed. The speedo units went to a printed circuit board as opposed to individual wiring for each bulb or gauge used previously. '69 and '70 units are interchangeable except that '69 used the slate blue grey background color. In '70 they changed to a charcoal black color.

I have what I believe is a 69 rally gauge set in good shape if anyone needs one.

yes, on the gauges versions there is a low fuel indicator light (red) on the fuel gauge. They should have put that on all of them. Almost forgot in '69/'70 there is another speedo unit version that has seatbelt warning light

I did not know that. I wonder if all 67's had the low fuel indicator light and if that gauge could be swapped into a later model ('69 or '70 - color would be wrong) that did not have the low fuel warning light. Hmmm.....

The fuel warning light is activated by a little round cylinder that mounts directly onto the back of the fuel gauge posts, so theoretically you could transfer it from one car to another. Maybe even get one from another model car like a Buick or Cadillac. Getting the light installed correctly would be the tricky part. The '67-68 full size clusters had a rectangular light hole and lens for it, perhaps a simple drilled hole in the actual fuel gauge where the LED\bulb could be mounted...
