Lowering 3" is going to make for a rough ride. If it were a stick-shift with no A/C it would make a good winter beater or pizza delivery car.
"Needs tune-up" likely translates to engine is clapped out.
The engine bay area looks like it's been outside with the hood open for a long time. Or it lived on a dirt road all it's life.

I always enjoy seeing the Canadian "Pontiacs". This '66 has the look of a 66 Chevelle front but, the rear tail-lights look more like a '67.
