I’ve been around these cars since they were new and I’ve never seen this RED cap on this stud. The purpose of this stud is not to be a hood hight adjustment but that as a safety item. In a front end collision it catches the hood hinge and prevents the hood from decapitating the driver

Nope I have not seen a red cap before. It does kinda look like that stuff you can dip the handle of your pliers into so you can add cushion or insulation.

I worked 10 years at the Lordstown and Oklahoma City plants and never saw any caps on those bolts on the Vega, Astre, Monza, J2000, Starfire, Sunfire, Skylark, Cavalier, Citation or Phoenix.

Never seen one. I documented the entire disassembly of my all original O3C built 70 before it went on the rotisserie, and it didn't have it.

I've always called those the guillotine bolts. lol

The hood "restraining" bolts and the door lockpost bolts were the two highest tensile strength bolts on the vehicle I remember according to the MVSS sheets we had on the Vega in the seventies.

Around 1984-1985, I had a 1970 Trans Am that had a lot of tweaks to the engine and suspension. On hard cornering in one direction, I would get a thump that sounded like it came from the firewall. I noticed the stud in the photos was contacting the hood, so I decided to mold a cap for it. I was working in design engineering at a big company, and we had our own prototype shop. I made a silicone mold and used a stud I robbed from a junk car and molded a cap that would install over the stud. I made about a dozen and put a pair on the 70 T/A, but I don't remember using them anywhere else. I sold the 1970 T/A around 1986, and it was non-numbers match white 4-spd 3.73 gears.

Looks like one of these plastic caps... that go on the ends of plastic tubing.

Maybe somebody found one that fit on there to keep it from clunking like Mike said.
