That looks like a zone car, not a dealer order car;
It was probably shipped to a zone lot, then invoiced when it was shipped to a dealer.

Pontiac would sent cars to regional places that would hold cars until dealer a needed a model that was there and they didn't have one on dealer lot. Company cars could be sent there after use by company personnel.

On your PHS there is a 'zone' number. 04 995 at bottom right.
To the right of that and above is a ZNA 895796. The 'Z' is for zone storage.
The car went here until some dealer needed/wanted a Firebird like yours.
That's when your 'Delivered' date came about. So, it sat in storage or was used as company car for around 3 months before going to Standard Pontiac zone 04 dealer #407

It was built around 1st week of Nov in 1969. It probably was used by Pontiac employee and/or sat in zone storage for awhile before being sold at that dealership in Feb 1970.
