You will get bumper and mounts in hand. I would blast and powder coat the mounts. The bumper.. re chrome, there are a few options.
Ames, our host, has repop bumpers ( the brackets too) that fit pretty nicely.

Thank you very much. Car is a ‘Pro Tour’ theme build and we painted the bumper gloss black to match the car. I was hesitant, as I though a traditional chrome bumper would add a splash of contrast - but the black looks really good! Only problem is that the outside corners are getting peppered with crap from the streets (335/30/18 stickies out back) I think a gloss black powder coat would be more durable.
I may order a new chrome bumper and swap it so I have something back there while the current bumper is out at powder coat. And I may decide I prefer the chrome look (!)
