Default 1963 Bonneville wagon rear seat question

I have started working on the cargo area on my 63 Bonne wagon ( 6 passenger, natch)and came across this hole with three bolts in it in the passenger side of the rear seat. There are screw holes around the access hole indicating it should be covered by a plate.
The drivers side of the rear seat does not have this.

I have the 63 body manual, it does not show a passenger side view.

Other than to hold the rear seat cushion to the folding floor plate, I don't know what these bolts should be holding. I would assume if it was to hold the cushion, the other side would be the same.

Any thoughts as to the purpose of the bolts?
