I met this guy from Washington at the Gtoaa this year. Nice guy had his family with him. Says hes done over 30 Judges all restored then sold. Said these Judges hes doing for this guy are the first for a costumer. Got two done and three to go or something like that. Says he has never even met the guy he just sends the cars and money.
