Default Rusty water jacket in the heads

So before I get into my 1969 firebird overheating issue. I pulled all the freeze plugs. Bottom of block isn’t too rusty. Has some crud which I’ll power wash and scrape out. But when I pulled the head freeze plugs it looks very rusty and scaly. Do these pictures represent just a normal head with some rust. Or does it look bad? And before I pulled the engine I ran evaporust for a month. So this is after evsporust treatment. I have no idea how to clean these out since I don’t want to pull the heads off the block and now all the plugs are removed so I can’t disk the block in any acid cleaner. Any help is appreciated. My goal was a thorough block flush and just a gasket refresh.
