North, your 1969 GTO Judge is a ripper for sure with the M21 and 4.33 rear axle.

Do you have the PHS on that car if so please post?

I've owned 3 cars with the SuperWhine 300 Turbine transmission.
All of them had that type of tone.
Two were 326 2bbl and one was a 68 350 2bbl
It may actually be more in the tranny "turbine-whine" of the crazy 300
They are very rugged and long lasting though
