Default Color of vin number plate - 1969 TA

I have the car blasted years ago and just finished painting the car. Now on to the dash. It was blue and the vin number was also blasted. I removed it to clean it and noticed the non blasted area is black. The question is was the vin number painted installed and therefore the color of the dash (so would be the rivits). OR was the vin number installed after painting, and therefore is black and the rivits are not painted.

The VIN plate is black.There is no paint on the rivits.The car that I checked was also a blue interior 69 T/A.

Can't speak for 69 F-birds but with most 69 GTO's I've had the VIN tag had been painted along with the area between the dashpad and windshield to match interior color.

I believe there was an off-line booth the shoot the VIN (and other trim) to match the interior.
Most that I've seen are black - but not all.
