Default 230 &/OR 250

Carb could be either.
Most will have the Alum; disc with a Pt#
Some may have it stamped on the body.

You asked if the Belt cover can be welded, Is it a Metal part?
If it is the Alum, belt cover that is 66' Only and is a cast part.
