Default Information on this? "Turbo-Booster 12v-16v"

Can you all give me some information on this part I got at an auction?
On the back it says "TURBO-BOOSTER 12V-16V CONV."

Interacter is still around as a manufacturer of battery chargers, but that particular device doesn't appear to be on their website. I assume it's used in conjunction with a 16v battery but am not sure exactly how.

FYI: The auction this came from was a auto repair shop that also did some work on race cars. I had searched "12v-16v converter" and came up with some that apparently upped the voltage for race car ignition. But, I couldn't find any that looked like this.
