The states DMV keeps those records private. That's a difficult mission but not impossible.

There are a few Facebook sites, and others, just for this. They are called "Find my Car" or something like that.

Lost Muscle Car on Facebook is one of the big ones. They seem to have reasonable success if they have enough info.
