Default Rag joint washers?

Took out 2 bolts in rag joint to get a couple inches of clearance for manifold bolt. In the process two small washers with grip perforations fell to ground and I don’t see where they go. Below includes pic of washers, remaining hardware and joint before disassembly.

Any idea where these washers go?

They go over the bolts on the rubber before the steering flange goes on .

Thanks Chrisp. Just so I interpret correctly - can you look at this pic and tell me which location you mean? I suspect its one of those inner ones, 2 or 3 - but a picture always helps clarify. thanks for your help...

Here is a pic. The 1 with the tang acts as a ground strap .
