Vehicle documentation
I understand PHS no longer has documentation for 86 and new cars. GM has their grubby hands in it now through a company called Allied-Vaughn. GM called it part of their Heritage services.  Has anyone dealt with this company? I want to get a copy of the build papers for my 95 Firehawk so I can order a window sticker through PHS. I also noticed that this company seems to be more expensive.

PHS can't make a window sticker using the SPID info?

You will get a copy of the original invoice, which looks something like this:

Allied Vaughn is the outside contractor that GM is using in order to archive, maintain and access the information.
They also are administrating the use and distribution of many of the photos in the GM collection.

Only you can decide.
One other (minor) clarification relative to terminology:
The build sheet is the document that followed the vehicle down the line. Typically found in the seat cushions, on top of the gas tank, inside the door trim, etc, it exist only in the vehicle (if that) and is not available through any historic service.
Invoice - is the document that details the option content and pricing. A Chevrolet version is shown above; I know you are familiar with the Pontiac version.
Window sticker - is of course the Mulroney price label.

They would need a blank version of the correct model year.
I've gotten stuck on that before for my Chevy's. The repop label people called me asking for an original; I didn't have one so I called the Heritage Center.
They told me to contact the repop label people...

Would the invoice you get from the Heritage center be like what you get from the compnine site?
His is a lot newer car than your invoice vehicle shows.

The compnine wouldn't have the dealer name/address like yours, just the stuff the vehicle came with.

I want to get a reproduction Mulroney sticker for my Firehawk. I recieved the repro of the SLP options. I am just trying to document the car the best I can with what is available out there.

I have done what I think you are trying to do, with my 1995 Bonneville, about 6 years ago.
I had Jim recreate the window (mulroney) sticker for my car.
I'll bet Jim still remembers doing it, probably not fondly, there were many emails and phone calls, but for me it was a thrill and I had Jim sign it when it was finished, I stick it on the side window at car shows, it's a great conversation starter.
I think Jim has an obligation to maintain the integrity of the window stickers he recreates, if he can't use the invoice records already under his care, he needs verified information to work with.
At the time we did my window sticker, I don't think the Allied Vaughn service was available, but I have since paid the $50 and got the invoice for my car from Allied Vaughn, so for me it was worth it, and now that service is available, if that's what Jim needs to recreate a window sticker for a newer Pontiac, then it just becomes part of the cost of recreating the window sticker.
There's lots of information on the window sticker, if it's specifically the ordering dealer information that you need, what I was able to do is get the GM Inquiry Claims History for my car, the very first claim is the pre-delivery inspection which was about a week after the build date. I then contacted that dealership and explained the situation and they checked their records and provided a confirming email stating they were the ordering dealer of that car and sold it to a retail customer. This was satisfactory for Jim at the time. Of course when I got the invoice from Allied Vaughn it matched the information I had provided to Jim.
That was just one of the many steps Jim and I went thru to recreate the window sticker for my car
