Does installing a restrictor negatively affect system efficiency by slowing the coolant flow at head?

Not at all in a stock configuration.
If anything the coolant flow (from the front of the engine block then up thru the head gaskets, and then forward to the water cross-over, IS MORE EVEN WITH LESS FLOW BEING ROBBED BY THE HEATER CORE AND NOT COOLING BOTH HEADS THE SAME). Tom V.
