Default Parking brake not holding

On a 1962 full size Pontiac the service manual states that if BOTH rear brakes don't hold evenly when the parking brake is applied "equalize rear cable by loosening the cable clamp screws at the equalizer clevis,(Fig. 5-11), and pulling downward on the tight side of the cable. It may be necessary to open the clamp with a screwdriver to allow the cable to equalize Tighten the clamp screws on the equalizer while the parking brake lever is still in the applied position." I see the equalizer clevis but I don't see any screws. What am I missing?
