Ok, that .021” is dead nuts minimum and the true amount you have without factoring in the expansion from heat is then a factor of valve guide clearance and valve lift.
I would confirm what you have now for valve guide clearance and keep a eye on that thru the run life of the motor. In terms of the valve inclination angle used let’ us keep in mind that 66 was not the dead cut off for the early heads. The early 1967 2bbl 400 motors in the B body cars did not use the new 670 casting with its 14 degree valve angle,

Removing the springs on one cyl and "jiggling" them in their guides, off their seats would tell real fast how exactly close the valve heads, truly are
