I have run ‘66 heads on a 421 with 428 pistons. They have valve reliefs for the ‘67 up heads like L2262 400 pistons. I ran a 744 cam with it. It ran fine.

Yes, as posted above they will bolt on and work, but with some concideration's!
1) you can't run a Cam of more then about .440" lift at the valve and this will depend on the duration of the Cam used and must be checked.

2) you must use the correct push Rods from the 20 degree heads.

3) you will not have the accessory bolt holes in the same spot as the 67 heads.

You will drop 10% of the power from what the 67 and up heads could have made.

Are there any issues to consider by putting 67 heads on a 66 389 block?

well the question needs to be asked which 67 heads? Only the 1967 670 casting and the 061 casting had the new 14 degree valve inclination angle, all the other castings used where still the 326/ 389 and 421 20 degree heads.

thanks Steve,
I should have been more specific. will 067 heads work?
My engine: 66 389, +.030 over, 0 decked, flat top pistons, Lunati cam 230 dur. 460 lift, heavy duty springs w/ H.S. roller rockers. Motor was in the car when I bought it, so that is most of what I know. Not sure of C.R., but it's high.
