It holds the throttle blades slightly open at idle due to the vacuum pull. When the motor is shut off the vac can relaxes and the throttle blades close all the way to avoid "dieseling" or "run-on". Any car, any carb, will have occasional run-on after shutdown if the idle speed is set too high. Actually its a function of excessive throttle opening at idle, not strictly the idle speed.
That dashpot is a bandaid for the wonky big screw idle adjustment. Im sure the factory had a perfectly legit reason for using that unique idle speed adjustment method and the dashpot, they werent dummies afterall but Ive always scratched my head over that. My 63 carb works just fine without the dashpot as does my other 63 that I converted to a regular idle adjustment by installing a screw to adjust blade opening like most other carbs have. If you like or need a total factory look install and use it. If you dont want it try it without and see how it works.
