Sealing strip inner to outer front fender?

Putting a '64 Lemans back together. When I took it apart one of the front fenders had a butyl rubber like rope seal between the inner and outer fenders. Basically over the wheel arch where the two bolt together. Other side didn't have it, but that one clearly had been apart in the past. Should this seal be there? No reference that I can find in any of the manuals. Thanks for any info.
