Default Upper steering column assembly question

I'm assembling the upper column and ready to install the turn signal collar (with the collar, switch, plate, 3 screws and springs- as one unit)
But first, if you will notice in the picture, the metal brace in the lower collar. That brace seems to have two positions. It will go counter-clockwise to about 2 oclock, or it will go clockwise to about 4 oclock. Which way should that little brace be situated before installing the turn signal collar?
