Default YA engine in a GTO

Just bought a 71 GTO and knew it was NOT a matching numbers car. The engine code is a YA stamping but the partial VIN number( Zxxxxxx) is where it is supposed to be; in fact it has a firm stamping and also a ghost stamping.
It doesn't make sense, at least to me , that someone would stamp the VIN number on a block with an obvious wrong engine code visible.
Any thoughts?
