Default Question on frame

I am doing a freshening up of the engine bay on the 69 GTO. I have removed the front clip and engine. On the frame by the motor mounts as well as other areas, I noticed a pinkish colored material underneath the paint. I'm not sure if this is a skim coat of filler or not Would the factory have used filler on the frame prior to painting? I do know the prior owner (original owner) had the engine rebuilt in the 90's as well as the car repainted. These guys repainted the engine the wrong color (64-65 blue) as well as sprayed everything in the engine compartment black. Its a real mess. I'm not so sure these guys would have taken time to smooth out the frame prior to slapping on black paint.

Another question I have is on removal of motor mounts on the frame. Can these be removed? The bolts seem to just spin when trying to remove them. I have looked for access to the backside of bolts so I could put a wrench on a nut, but not having any luck, maybe I am not looking where I need to be looking. Below are some pics.

Can you tell if it's Filler or Primer?
Filler would not have been used and I'm not even sure they used primers on the Chassis.
Likely prior attempt to smooth out normal factory roughness,
may want to remove some more to be sure an attempted to hide an issue isn't the case.

As far as the Frame Brackets you should be able to get to the nuts through the bottom.
Not easily but normally how to get to them.

Every virgin frame I've seen had just that very thin coat of chassis black on it. Those pics are clearly not of factory paint in my opinion.

Absolutely, positively not.

Even using the word "paint" is a bit optimistic. Chassis black was drizzled in the general vicinity of the frame.

Hasn't changed much... I have a 2016 Yukon XL (Suburban) bought new last spring and already the frame is noticeably rusty after one winter of maybe 5,000 miles.

Thanks Gents! I had a feeling this pinkish material, which I believe to be primer was done by the shop the PO took the car to for engine rebuild and re-paint. I have not seen evidence of this stuff under the car, or anywhere else on the frame. It's only up front forward of the firewall.

I usually use a universal socket or socket with a swivel and a extension to get to the frame bracket nuts inside the frame. I think I went through the a-arm holes or a hole in the frame to hold them while turning the bolts. It's not too bad.
