Default new wheel housing, primer or not?

I am getting ready to install a new quarter panel patch. About 1/4 of the outer wheel housing has been replaced. I welded the new seam and fiberglassed the section that is viewable thru the trunk.
I was wondering iF I should primer it before attaching the quarter panel patch?
I understand that I need to use weld thru primer on the lip and it just hit me that the front would not be accessible after I installed panel. The rear is accessible thru the trunk.
What do you guys do?
