Someone has added that thick hose, most likely someones "great" idea to hook up PCV air supply, vs the correct pipe coming from the RH valve cover grommet.

The curved steel type port was used on various late '60's -early 70's Chevrolet aircleaner bases. It's a good possibility that who ever repurposed this '70-72 Pontiac A/G series dual snorkel aircleaner, installed it on a Chevrolet engine.

this air cleaner is currently on ebay. I have one i'm fixing up for my car that has that same hole. It must be OEM. I'll put a plug in it but I was curious to what the purpose was.

My Oct 68 build 69 GTO that I’ve had almost 30 years and got when it had 42k miles does not have that hose/bung.

They built close to 60k non-RA 69 GTOs so maybe wait for a correct one?
