Part #3 isn't a clip. It is just a piece of dense felt used to keep the outlet deflector from rattling and provide enough friction to keep the deflector in the position you set it.

Classic Industries sells a replacement but they are made of rubber and I don't know if they would work the same as the original felt ones. https://www.classicindustries.com/product/9776399.html

You could create your own out of some jute carpet backing pad, some cotton wadding, or a small bit of fabric. Just stuff it in the space to take up the slack and provide a bit of friction.

Mine are felt and I have no reason to believe the felt is not original. This post on camaros.net shows a factory box and the pieces inside

thanks Pete seems simple enough the 70 and up are same I guess. Felt will be alot easier to locate at craft shop than some tiny metal clips that I had imagined

I've used in the past a rolled up little strip of paper towel. Cut a narrow strip and roll it up tight, has an almost identical texture as the felt if you just add a tiny drop of oil to keep it "wet"
