GAS TANK STENCILS

Someone has to have a definite answer on this. Specifically 1970 GTO, but any and all years from '64 and up.
All the stencil kits for the tank (USS 12 **) have that 12, followed by the year.
Mixed messages.
Some say it's date coded by the month and year, which doesn't make sense, as everyone I've seen for sale, as well as some seen at shows, all have the "12".
Is that number some kind of specific number relating to USS, or does it relate to something dated?
