Default Red fender liner installation

I'm finishing up my 66' GTO and I'm unsure of how the front red fender liners were installed from the factory. Do the bolts which attach the metal inner fender to the battery tray, fender, and inner fender brace at the rear of the inner fender, first installed and then the fender liner put on? Or do those bolts go through both the inner fender and the fender liner?

Maybe I didn't explain what I'm asking very well. I understand how to attach the red fender liners. I want to know if the other bolts that attach things like the battery tray, and hold the inner fender to the fender, etc., are installed in the inner fender first, and then the fender liner goes in next; or do you drill holes through the fender liner and then install the bolts to those items?

Gary,
They would be installed over all that existing hardware.
Per the instructions.
