I think he just epoxied some type of nipple there for the valve cover vent to mate up to with a piece of rubber hose. Pretty much like the factory did it except underneath rather than on the side..since he doesn't have a 'side'.
Couldn't find a good Pontiac pic...

Vent line from the passenger valve cover. Breather on the driver side.
I failed JB Weld class...... I found a nearly flat base that still allows a 4" filter, so I no longer run this one. I added a nipple to the flatter one also.

frittering and wasting the hours in an off hand way.... 1969 GTO, 455ci, 230/236 Pontiac Dude's "Butcher Special" Comp hyd roller cam with Crower HIPPO solid roller lifters, Q-jet, Edelbrock P4B-QJ, Doug's headers, ported 6X-8 (97cc) heads, TKO600, 3.73 geared Eaton Tru-Trac 8.5", hydroboost, rear disc brakes......and my greatest mechanical feat....a new heater core.
