Rust Removal

A little help please. I have a 67 conv. and have a surface corrosion question. I found some surface corrosion inside of the panel that the conv. top mounts to and ends at the trunk lid. There are a couple of access holes in the panel but I can only get a brush in so far. Has anyone encountered this type of problem before? Also, what are the opinions on the rust converters? I've been using the POR-15 on the areas that are exposed and it seems to be working well.
